NORTH RIDING NAVAL RECRUITS – the Quota Men 1795-1797

When France declared war on Britain in February 1793, the British government began to mobilise its armed forces. The Quota Acts were the official records of the administration – a system of recruiting which introduced was to help ease its manpower shortages. The Royal Navy had ample stocks of naval stores and warships were in good order; the main problem was finding crews.
In the attempt to encourage volunteers, Royal bounties were offered at £5 for an able seaman, £2.10s for an ordinary seaman, aged between 20–50 years, and £1.10s for any landman between 20-35 years of age. As volunteering was slow, press gangs were introduced. These were of two kinds; those working in a particular area under the direction of a recruiting or ‘regulating’ officer who was based in a seaport, and those gangs who came ashore from warships simply to make up the numbers in their own crew who did attempt to find only seamen.
A few recruits were handed over to the navy by the Quarter Sessions where magistrates sometimes gave a convicted felon or vagrant the opportunity to join the armed forces rather than serve a prison term. Whether volunteers, men taken by the press gangs, or men from the courts, these were still not sufficient for the navy’s needs.
In 1795 introduced the quota system to help man the fleets. The acts put the burden of recruitment on local government, and, with the traditions of eighteenth century local government, there were fines for failure. In the seaports, men were raised by commissioners made up of the mayor and magistrates, custom officers, and elected ship owners, masters and merchants. In the counties, the magistrates were directed to assemble in Petty/Quarter Sessions and there, using lists supplied by the commissioners of land tax of the number of houses paying house duty and window tax, were to fix the quota required from each parish or, in the case of small ones, from a grouping of parishes.

Once the parochial quotas were set, administration was passed down to the church wardens and overseers of the poor who were also to bargain with volunteers as to their bounty. (Funds for these were to be raised by a local rate based on the poor rate). The Act imposed a fine of £30 on a parish for each recruit it failed to raise to be paid to the county treasurer for the hire of substitutes. Although the Quota Acts put the burden of recruiting on civilians, many considered this preferable to the use of the press gangs!
The majority of quota men were young, a high proportion being aged twenty or under. Most of them came from the county for which they served, and the remainder came from a neighbouring county. Those for the North Riding shows many whose place of settlement was outside the county, notably textile workers from Lancashire and Ireland. It can be seen that most of these quota men were not trained seamen but the lure of large bounties of nearly two years pay in advance, being fed, possible prize money, the excitement of war, and possibly an escape from a slump in the textile business, encouraged many to join.
